Bali Visa on Arrival for Indians: e-VOA, Levy and Arrival Card (2026)
Indians get a 30-day visa on arrival in Bali, best paid online in advance as an e-VOA. Add the Bali tourist levy and the free All Indonesia card, and you have the three things every traveller now needs before landing at Denpasar.
Short answer: Indian passport holders do not need to apply at an embassy for a Bali holiday. India is on Indonesia's visa-on-arrival list, so you can get a 30-day tourist visa for IDR 500,000 (about ₹2,700) per person, either at the counter at Ngurah Rai Airport in Denpasar or, much better, online before you fly as an e-VOA. The same visa can be extended once for another 30 days while you are in Indonesia. On top of the visa, Bali charges every foreign visitor a tourist levy of IDR 150,000 (about ₹800), and since late 2025 every arrival must complete the free All Indonesia digital card, which replaced the separate customs and health forms.
That is three separate items, run by three different authorities, each with fake websites copying it. This guide sets out what each one is, where to pay, what it costs in rupees, the order to do them in, and the reasons Indian travellers still get held at Bali immigration. Information is from Indonesia's immigration portal, the Bali provincial government's levy portal and the All Indonesia system as of October 2026; rules change — we check before you book, and again just before you fly.

Everything an Indian traveller needs for Bali, in one table
| Item | Cost | Approx. in ₹ | Where | When |
|---|---|---|---|---|
| e-VOA (electronic visa on arrival) | IDR 500,000 | about ₹2,700 | evisa.imigrasi.go.id | Before departure; valid for entry within 90 days of issue |
| Visa on arrival at the counter | IDR 500,000 | about ₹2,700 | Payment counter before immigration at Denpasar | On landing |
| Extension of e-VOA / VOA | IDR 500,000 | about ₹2,700 | Online application, then a visit to an immigration office | Start well before day 30 |
| Bali tourist levy | IDR 150,000 | about ₹800 | Love Bali portal or app (lovebali.baliprov.go.id) | Before you fly, or on arrival |
| All Indonesia arrival card | Free | – | allindonesia.imigrasi.go.id or the official app | Within 3 days before arrival |
| Visit visa C1 (for stays beyond 60 days) | About IDR 1.5 million plus processing | ₹8,000–9,000 incl. typical service charge | evisa.imigrasi.go.id, applied in advance | At least 2 weeks before travel |
Rupee figures assume about 185–190 rupiah to the rupee. Children pay the same visa and levy as adults; infants included. For a family of four, budget roughly ₹14,000 for visas and levies together.
e-VOA or visa at the airport counter: which is better
| e-VOA (online) | VOA at the counter | |
|---|---|---|
| Fee | IDR 500,000 | IDR 500,000 |
| Payment | Card online, in advance | Card or cash at Denpasar, after a long flight |
| Queue on arrival | Skip the payment line; e-VOA holders can use the automated gates where open | Pay first, then join the immigration line |
| Certainty | Approved before you board | Decided on the spot |
| Airline check-in in India | Show the PDF, no questions | Usually fine, but some staff ask more |
Our verdict: take the e-VOA. Most flights from India reach Bali after a connection in Singapore, Kuala Lumpur or Bangkok, often landing at night alongside several other long-haul flights. Skipping the payment counter can save an hour with tired children or elderly parents. The cost is identical.
How to apply for the Indonesia e-VOA, step by step
- Go to evisa.imigrasi.go.id, the Directorate General of Immigration's portal. Check the address ends in imigrasi.go.id.
- Choose the visa on arrival / e-VOA for tourism and confirm India as the nationality on your passport.
- Upload a passport photo-page scan and a recent face photo on a plain background. Clear, uncropped images avoid queries.
- Enter trip details: arrival date, flight number if known, and the address of your first hotel or villa in Bali.
- Pay IDR 500,000 by international card. The portal shows the amount in rupiah; your bank converts it.
- Download the e-VOA PDF, normally issued within a few hours to about three working days. Check name, passport number and birth date.
- Print it and keep it with your passport. It is valid for entry within 90 days of issue, and gives 30 days from the day you land.
One e-VOA per person, including children. A family can be filed in one sitting, but each traveller gets a separate visa. If you renew your passport afterwards, apply again with the new passport.
The All Indonesia arrival card
From September 2025, Indonesia began replacing the separate electronic customs declaration (e-CD) and the SATUSEHAT health pass with a single digital card called All Indonesia. It started at Jakarta, Bali and Surabaya airports and became mandatory at all international airports from 1 October 2025. Some older blogs still tell you to fill SATUSEHAT and e-CD; you no longer need both.
- Where: allindonesia.imigrasi.go.id, or the official All Indonesia app on Android or iPhone.
- Cost: free. Anyone charging for it is not the government.
- Window: within three days (72 hours) before arrival. Earlier submissions are not accepted.
- Details asked: passport, flight, address in Indonesia, a short health declaration and a customs declaration of goods and cash.
- Families: one adult can submit for everyone travelling together; each person, babies included, gets their own QR code.
- Keep the QR as a screenshot and a printout. It is scanned at immigration and again at customs.
The card does not replace the visa. You still need the e-VOA or the counter visa as well.
Bali tourist levy: how to pay it and where it is checked
Since 14 February 2024 the Bali provincial government has charged each foreign visitor a one-time levy of IDR 150,000 per trip, regardless of age or length of stay. It is separate from Indonesia's national visa and goes towards conservation and cultural upkeep on the island.
- Pay online on lovebali.baliprov.go.id or the Love Bali app before you fly. You get a QR voucher by email.
- Or pay on arrival at levy counters inside the Denpasar terminal, which add another queue to your evening.
- Checks: vouchers are scanned at the airport and at some temples and tourist sites. Keep the QR on your phone.
- Scams: look-alike sites ask IDR 250,000–500,000. Drivers or hotel staff sometimes offer to "pay it for you" at a mark-up. The real portal ends in baliprov.go.id and shows IDR 150,000.
Extending your stay beyond 30 days
The e-VOA and the counter VOA can each be extended once, for another 30 days, making a maximum of 60 days. Practitioners report the following process in 2026:
- Apply online on evisa.imigrasi.go.id from your account, choosing the extension option. Start at least 7–14 days before day 30.
- Pay IDR 500,000 (about ₹2,700) online.
- Visit the assigned immigration office in Bali (Denpasar, Ngurah Rai or Singaraja) for a photograph and fingerprints when called.
- The new permitted date is linked to your passport; keep the confirmation.
Overstay costs IDR 1,000,000 a day (about ₹5,400), and long overstays can lead to deportation and a ban. If you already know you want more than 60 days, apply in advance for the C1 visit visa instead, which needs bank statements showing funds of about USD 2,000 and allows further extensions.
Document checklist for Bali
- Passport valid for at least six months from the date you land, with at least one blank page and no damage. Airlines in India refuse boarding on this point.
- e-VOA PDF printed for each person.
- Return or onward ticket out of Indonesia within your permitted stay.
- Hotel or villa bookings for every night, matching the address on your arrival card.
- All Indonesia QR for each traveller.
- Love Bali levy voucher for each traveller.
- Funds: a working international card and some cash; officers occasionally ask how you will pay for the trip.
- Travel insurance with medical and scooter-accident cover if you plan to ride; Bali's hospitals are competent but costly for foreigners.
- Minors with one parent: a consent letter from the other parent and a copy of their passport.
Cash of IDR 100 million or more (or the equivalent in other currencies) must be declared on the customs part of the All Indonesia card.
Why Indians are delayed or refused at Bali immigration
- Passport under six months: the most common reason for refused boarding in India.
- No return ticket, or a return beyond 30 days with no plan to extend.
- Bought the "visa" on a fake site that never filed anything with Indonesian immigration.
- Purpose mismatch: visitors who say they are going for work, shooting paid content for brands, or volunteering in exchange for lodging. A tourist visa is for tourism.
- Arrival card not filed or filed with the wrong flight date.
- Earlier overstay in Indonesia, or a name on a watch list.
- Behaviour: Bali has deported foreigners for disrespecting temples and for traffic offences, and officials publicise these cases. Dress modestly at temples and follow local rules.
Timing tips and the right order to do things
| When | Task |
|---|---|
| On booking | Check passport validity for every traveller; renew first if needed |
| 7–14 days before travel | Apply for the e-VOA (it stays valid 90 days from issue) |
| 3–7 days before | Pay the Love Bali levy online and save the QR |
| Within 72 hours of landing | Submit the All Indonesia card for the whole family |
| Night before | Print the e-VOA, levy voucher and arrival QR; pack them with passports |
Nyepi, the Balinese Day of Silence (expected in March 2027), closes Ngurah Rai Airport for 24 hours; no flights land or leave. Avoid booking arrivals or departures on that day. The dry season, roughly April to October, is the busiest time for Indian honeymooners, and late June to August adds Australian and European school holidays.
Who Bali suits, and multi-country routes
- Honeymoon couples wanting villas with private pools in Ubud or Seminyak; see our honeymoon destinations abroad guide for comparisons.
- Families who want beaches, water parks and gentle temple visits without a visa appointment.
- Bali with Singapore: the most common combination from India. Singapore needs a visa arranged before travel unless you qualify for its 96-hour transit rule, explained in our Singapore visa guide.
- Bali with Kuala Lumpur or Bangkok: check the rules on our visa-free countries for Indians page and the Thailand visa guide.

Is visa on arrival available for Indians in Bali?
Yes. As of October 2026 Indian passport holders qualify for Indonesia's visa on arrival, which covers Bali. It costs IDR 500,000, about ₹2,700, and allows 30 days. You can pay at Denpasar airport or, more conveniently, apply online beforehand as an e-VOA on the official immigration portal evisa.imigrasi.go.id.
What is the Bali visa fee for Indians in rupees?
The visa on arrival or e-VOA costs IDR 500,000 per person, roughly ₹2,700 depending on the exchange rate. Bali also charges a tourist levy of IDR 150,000, about ₹800, per person per trip. The All Indonesia arrival card is free. Together that is around ₹3,500 per traveller, children included.
Is the e-VOA better than paying at Bali airport?
The fee is the same, but the e-VOA is approved before you board, so you skip the payment queue at Denpasar and can use automated gates where they are open. Many flights from India land late after a connection, so avoiding one queue matters. Apply on evisa.imigrasi.go.id a week or two before travel.
How long can Indians stay in Bali on a visa on arrival?
Thirty days from the day you land. The visa can be extended once, by another 30 days, through an online application and a visit to an immigration office in Bali, for a maximum of 60 days. Overstaying costs IDR 1,000,000 a day, so plan the extension well before the first 30 days end.
What is the Bali tourist levy and how do I pay it?
It is a one-time charge of IDR 150,000 per foreign visitor per trip, introduced by the Bali provincial government in February 2024. Pay online at lovebali.baliprov.go.id or the Love Bali app before you fly, or at counters on arrival. Save the QR voucher, because it is checked at the airport and some tourist sites.
What is the All Indonesia arrival card?
All Indonesia is a free digital form that combines immigration, customs and health declarations, replacing the old e-CD and SATUSEHAT health pass. It became mandatory at Indonesian international airports from October 2025. Submit it at allindonesia.imigrasi.go.id or the app within three days before arrival, and keep the QR code for immigration and customs.
Do I still need the SATUSEHAT health pass for Bali?
No. The SATUSEHAT health declaration and the separate e-CD customs form were folded into the All Indonesia card from late 2025. Some older blogs and agents still mention them. Fill only the All Indonesia card within 72 hours of landing, along with your e-VOA and the Bali levy.
What documents do Indians need for Bali immigration?
A passport valid for at least six months from arrival, the e-VOA or money for the counter visa, a return or onward ticket within your permitted stay, hotel bookings, the All Indonesia QR and the Bali levy voucher. Carry a working card and some cash. Children travelling with one parent should carry a consent letter.
Can I extend my Bali visa on arrival?
Yes, once, for 30 more days. Apply through your account on evisa.imigrasi.go.id at least a week or two before day 30, pay IDR 500,000, and attend an immigration office in Bali for fingerprints and a photo. If you need more than 60 days, apply in advance for the C1 visit visa instead.
Do Indian children need a visa and the Bali levy?
Yes. Every traveller, including infants, needs their own e-VOA or counter visa at the full IDR 500,000, their own Bali levy payment of IDR 150,000, and their own All Indonesia QR. One adult can fill the arrival card for the family in one session, and the e-VOA applications can be done together.
Is Bali visa-free for Indians?
No. Indonesia's free visa exemption covers mainly ASEAN countries, and India is not on that list. Indians pay for the visa on arrival or e-VOA. It is still one of the easiest visas in Asia because there is no embassy visit, no bank statements and approval normally takes from a few hours to three working days.
